on the Main Department of the State Service of Ukraine for
Emergencies in Zaporizhia Oblast

The main department is subordinated to the SES.
The staff (personnel) of the Main Department consists of ordinary and managerial personnel who serve in the civil defense service under a contract, and employees with whom an employment contract is concluded. The procedure for passing the civil protection service by ordinary and senior staff and labor relations with employees are regulated in accordance with current legislation.
The Head of the Zaporizhia Regional State Administration coordinates the activities of the Main Department and assists in the performance of the tasks assigned to it.
The Main Department is the legal successor of the rights and responsibilities of the Main Territorial Department of the Ministry of Emergency Situations of Ukraine in Zaporizhia Oblast and the Main Directorate of the State Technological Safety in Zaporizhia Oblast.
implementation of state policy in the field of civil protection, protection of the population and territories from emergencies, prevention of their occurrence, liquidation of consequences of emergencies, rescue work, fire extinguishing, fire and man-caused safety, activity of emergency and rescue services;
implementation of state supervision (control) over the observance and fulfillment of the requirements of the legislation in the field of civil protection, fire and technogenic safety, activity of emergency and rescue services;
submission of proposals to the SES for ensuring the formation and implementation of state policy in these areas;
implementation of state policy in the field of volunteering within the powers provided by law.
1) generalizes the practice of application of legislation on issues within its competence, submits proposals to the SES on the improvement of legislative acts, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, regulations of ministries;
2) exercise the powers of a permanent body of civil protection management as a part of the territorial subsystem of the unified state system of civil protection (hereinafter - EMF of the Central Administration);
3) participates in the formation of draft plans in the field of civil protection at the regional level in peacetime and in special periods;
4) participates in the training of management bodies of the territorial subsystem of the EMF of the Central Office and its parts;
5) participates in measures on creation, maintenance and reconstruction of fund of protective constructions of civil protection, conducting their accounting (including with use of the special software), provides together with local state administrations control over readiness of the specified constructions for use on purpose, carrying out their inventory;
6) take measures to implement engineering and technical measures of civil protection;
7) participates in measures on radiation and chemical protection, coordinates and controls the implementation of measures to protect the population and territories in the event of radiation accidents and emergencies related to the spill (release) of hazardous chemicals;
8) together with local executive bodies, local self-government bodies, enterprises, institutions, organizations forecast the probability of emergencies, make proposals on risk indicators and carry out zoning of the territory on the risk of emergencies;
9) interacts with local executive bodies, business entities on the implementation of measures to evacuate the population;
10) ensures the implementation of measures to minimize and eliminate the consequences of emergencies related to technological terrorist acts and other types of terrorist activities during anti-terrorist operations, as well as conducts educational and practical work to prepare the population for terrorist acts act;
11) involves units of search and rescue forces and emergency services of central and local executive bodies, enterprises, institutions, organizations regardless of ownership and coordinates their activities during the aftermath of emergencies, organizes search and rescue, rescue and other urgent works and monitors their implementation;
12) organizes and carries out measures on official training of personnel of the Main Department and subordinate divisions;
13) organizes and implements measures for psychological protection of the population in case of threat of occurrence and occurrence of emergencies;
14) conducts pyrotechnic works related to the disposal of explosives remaining on the territory of Ukraine after the wars, modern ammunition and explosives (except for explosive devices used for terrorist purposes) through subordinate units, except for the territories where they are located and military units, institutions, military educational establishments, enterprises and organizations of the Armed Forces, other military formations formed in accordance with the laws are constantly deployed;
15) make proposals to the SES on the formation of a list of business entities, industries and individual territories subject to permanent and mandatory rescue services, as well as the procedure for such services;
16) provides firefighting, rescue of people, assistance in the elimination of the consequences of accidents, catastrophes, natural disasters and other types of dangerous events that threaten human life or health or lead to material damage;
17) organizes and provides fire protection of enterprises, institutions, organizations and other facilities on the basis of agreements;
18) implement, within the powers provided by law, the state policy in the field of volunteering to provide assistance to citizens affected by natural disasters, environmental, man-made and other disasters, as well as to eliminate the consequences of emergencies of man-made or natural nature;
19) notifies and informs local executive bodies about the threat of emergencies and emergencies;
20) participates in the implementation and ensures the functioning and development of the system of emergency assistance to the population on a single telephone number 112;
21) participates in the elimination of medical and sanitary consequences of emergencies, the provision of emergency medical care in the emergency zone (lesion) to victims and rescuers;
22) carries out measures on medical support (medical and preventive, sanitary and hygienic measures, medical supply, sanatorium treatment and medical and psychological rehabilitation) of persons of the rank and file and senior staff of the civil defense service, veterans of the civil defense service (war), members of their families ;
23) participates in scientific, scientific-technical, investment, information, publishing activities, promotes the creation and implementation of modern information technologies and computer networks, is a customer of scientific works, participates in applied research, development of industry standards on issues within the competence of the SES;
24) submit to the SES proposals on the state order for the training of specialists in the relevant field;
25) provides training, retraining and advanced training of ordinary and junior officers of the Civil Defense Service, provides advanced training of employees of the Main Department and subordinate units, as well as persons included in the personnel reserve;
26) participates in the organization of training of the population on actions in emergency situations, development of the corresponding organizational and methodical recommendations and programs on preparation of the population for such actions;
27) organizes and carries out directly and through subordinate subdivisions state supervision (control) over observance and observance of requirements of the legislation in the spheres of fire and technogenic safety and civil protection by local executive bodies, local self-government bodies and business entities;
28) organizes and checks the state of readiness of management bodies and forces of functional and territorial subsystems of the Central Command for actions in case of emergencies at the local level;
29) registers declarations of compliance of the material and technical base of the business entity with the requirements of the legislation on fire safety;
30) exercise state supervision (control) over:
taking engineering and technical measures of civil protection in accordance with the law;
the activities of emergency rescue services, the state of their readiness to respond to accidents and emergencies, as well as take measures to stop the activities of uncertified emergency services in the manner prescribed by law;
compliance with the periodicity of training of management and specialists whose activities are related to the organization and implementation of civil protection measures, and takes measures to eliminate the identified shortcomings;
31) carries out state market supervision within the scope of its responsibility;
32) considers in case of the address of physical or legal persons:
project documentation for the installation of fire protection systems (fire extinguishing systems, fire alarm systems, fire alarm and evacuation management, smoke protection, fire surveillance, fire protection treatment of building structures (products, materials), automated systems for early detection of emergencies and public alert in in case of their occurrence), and also participates in acceptance of the carried-out works on the device of the specified means;
project documentation for the construction of protective structures of civil protection, as well as a section on engineering and technical measures of civil protection as part of urban planning and design documentation;
33) checks the availability and readiness of automated systems for early detection of the threat of emergencies and notification of the population in case of their occurrence and fire protection systems at facilities subject to the equipment of such systems;
34) checks the availability and readiness for use in case of emergencies of industrial means of respiratory protection against hazardous chemicals, means of civil protection, the state of their maintenance and accounting;
35) draws up acts of inspections, issues instructions, resolutions, orders to eliminate violations of legislation in the field of civil protection, fire and man-made safety, and in case of violations that endanger human life and health, appeals to the administrative court to apply measures response in the form of complete or partial suspension to complete elimination of violations of legislation in the field of civil protection, fire and man-made safety of enterprises, individual industries, production sites, units, operation of buildings, facilities, structures, shops, sites, individual premises, and also machines, mechanisms, equipment, vehicles, suspension of works, including construction and installation, production and sale of fire-hazardous products, systems and means of fire protection;
36) submits for consideration to the SES proposals to increase the effectiveness of protection of the population and territories from emergencies, improvement of the civil protection system in the relevant territories, in executive bodies and local governments, enterprises, institutions, organizations regardless of ownership;
37) submit to the SES, local state administrations and local self-government bodies information on legal entities and individuals guilty of violating the legislation in the field of civil protection;
38) participates in the development of building codes in the field of civil protection, fire and man-made safety, proposals for amendments to them and their recognition as invalid, submits appropriate proposals to the SES;
39) apply administrative and economic sanctions for violation of the requirements of the legislation in the field of civil protection, fire and technogenic safety;
40) ensure informing the public about the implementation of state policy on issues within the competence of the SES;
41) conducts informational and explanatory, agitation-propaganda and cultural-mass work on the issues of life safety and popularization of the civil protection service;
42) in case of application of individuals or legal entities provides:
information on engineering and technical measures of civil protection, fire and man-caused safety;
methodical recommendations on development and preparation of regulations, instructions, other normative documents in the field of fire and technogenic safety operating at the enterprises, in establishments, the organizations and at other subjects of managing irrespective of a form of ownership;
43) checks in accordance with the law the condition:
readiness for emergency use of rescue equipment, means of civil protection, as well as equipment designed to ensure the safety of business entities;
observance of rules of transportation of dangerous substances by pipeline transport and the order of their transportation by vehicles;
planning and readiness to take measures to organize the evacuation of the population in case of emergencies;
preparing the population for action in case of emergencies;
44) participates in:
development of state and regional programs by executive authorities and local self-government bodies on issues within the competence of the SES;
consideration of projects of state, regional programs developed for the purpose of improvement of protection of objects and territories in case of emergence of emergency situations;
formation of scientific and technical policy on issues within the competence of the SES, coordination of scientific research and implementation of best practices, scientific achievements, the latest technology, fire-fighting products;
work of the regional commission on technogenic and ecological safety and emergency situations;
implementation of measures to transfer the territorial subsystem of the EMF of the Central Command from the mode of operation in peacetime to operation in a special period;
work of commissions for investigation of aviation incidents;
investigation of fires, causes of emergencies and non-compliance with precautionary measures, as well as assessment of actions of government agencies and forces to organize and conduct rescue and other urgent work;
consideration of projects of objects belonging to business entities, in terms of compliance with the requirements of regulations on engineering and technical measures in the field of fire and man-made safety;
consideration of drafts of town-planning documentation and submits to the specially authorized body of town-planning and architecture conclusions on observance of requirements of engineering and technical measures of civil protection, technogenic and fire safety;
within the limits of authority in preparation of offers concerning assignment of settlements and subjects of managing to groups (categories) on civil protection;
45) develops plans of interaction with the interested governing bodies and civil defense forces in case of emergencies;
46) conducts an internal audit in the prescribed manner;
47) carries out international cooperation within the competence of the relevant structures of foreign countries and international organizations through the Office of European Integration and International Cooperation of the SES;
48) considers appeals of citizens on issues related to the activities of the Main Department and subordinate units;
49) ensures the provision of paid services by subordinate units in cases provided by law;
50) make proposals to the SES on technical regulation in the field of civil protection, fire and man-caused safety, as well as on the establishment, application and implementation of mandatory requirements for fire protection and rescue equipment, fire-hazardous products;
51) conducts work on standardization, certification, accreditation and metrological support of activities on issues within the competence of the SES through subordinate units;
52) submits to the SES proposals on strategic, program and planning documents in the relevant field and ensures their implementation;
53) ensures compliance with the requirements of the legislation on labor protection in the Main Department;
54) conducts work on crime prevention and observance of discipline in the Main Department and subordinate units;
55) take measures in accordance with the legislation to ensure legal and social protection of members of the rank and file and senior staff of the Civil Defense Service, pensioners, veterans of the Civil Defense Service, members of their families and employees of the Main Department and subordinate units;
56) promotes the development of social dialogue, consultations with all-Ukrainian trade unions and all-Ukrainian associations of employers' organizations on draft laws, other regulations on the implementation of state policy in the field of labor relations, wages, labor protection, social protection ;
57) procures goods, works and services in the manner prescribed by law;
58) within the limits determined by the legislation, performs functions on management of the objects of the state property belonging to the sphere of its management;
59) organizes the protection of objects of state property belonging to the sphere of its management;
60) considers drafts of normative legal acts, building norms, standards, rules, technical conditions and regulations and other normative and technical documents on issues within the competence of the SES, which are developed by ministries and other central executive bodies, enterprises, institutions, organizations ;
61) carry out measures for maintenance, operation of buildings and structures of industrial and residential premises of the Main Department and subordinate units;
62) take measures to draw up title documents for real estate (buildings and structures) and land plots (in the absence of the necessary documents) and to clarify the boundaries of land plots of subordinate units;
63) determines the need and allocates resources and equipment, means of communication, computer equipment and software, other tangible assets, property (except for real estate), necessary (according to established standards) for staffing subordinate units and personnel;
64) organizes the operation, maintenance, testing and repair of vehicles, firearms, communications, computer equipment and software, network equipment and technical protection of information, machine tools, industrial and domestic premises in subordinate units , keeps records of them, controls the correctness of maintenance, write-off and sale;
65) organizes and ensures the implementation of road safety measures in subordinate units;
66) ensures, within its competence, the implementation of the Rules of Aviation Search and Rescue in Ukraine;
67) keep records of emergencies and fires in the manner prescribed by the Cabinet of Ministers of Ukraine;
68) keeps records of civil defense forces of the territorial subsystem of the Central Command;
69) ensures the activities of the medical expert commission;
70) carry out, on behalf of the SES, measures for loading, removal, storage, escort to the destination of humanitarian aid;
71) organizes and provides on the basis of the plan of activities for the planned and following the planned two budget periods of drafting estimates and budget requests and submits them to the SES;
72) organizes and ensures the selection and study of graduates of secondary and vocational institutions, registration of documents for admission to institutions of higher education of civil defense;
73) on behalf of the SES represents its interests during the consideration of cases in courts;
74) exercise other powers determined by law and assigned to the SES.
1) ensures the implementation of measures to prevent corruption and control their implementation;
2) ensures efficient, effective and targeted use of budget funds;
3) organizes planning and financial work, including in subordinate units, monitors the use of financial and material resources, ensures the organization and improvement of accounting;
4) organizes the consideration of citizens' appeals on issues within its competence, identifies and eliminates the reasons that lead to the submission of complaints by citizens;
5) provides access to public information in its possession;
6) ensure, within the limits of its powers, the implementation of the state policy regarding the protection of information with limited access;
7) ensures, within the limits of its authority, the performance of mobilization training and mobilization tasks;
8) organizes record keeping and work on acquisition, storage, accounting and use of archival documents;
9) carries out planning of measures of the state supervision (control) in the field of fire and technogenic safety;
10) opens accounts in institutions of banks of Ukraine.

convene meetings, form advisory, consultative and other subsidiary bodies and services (councils, commissions, boards, working groups, etc.) to facilitate the implementation of the tasks assigned to the Main Department;
use information databases of state bodies, the state system of government communication and other technical means.
Acts of the Main Directorate may be revoked by the Head of the SES in whole or in part, including on behalf of the Minister of Internal Affairs of Ukraine, as well as by the Minister of Internal Affairs of Ukraine if the Head of the SES refuses to revoke such an act.
The Head of the Main Directorate has three deputies, including the first one, who are appointed and dismissed in agreement with the Minister of Internal Affairs of Ukraine by the Head of the SES. By decision of the Head of the SES, the number of Deputy Chiefs of the Main Directorate may be increased to four.
In the absence of the head of the Main Department or inability to exercise his powers for other reasons, his duties are performed by one of the deputies in accordance with the division of responsibilities.
The Deputy Head of the Main Department, whose powers in accordance with the division of responsibilities include the issue of state supervision (control) in the field of civil protection, fire and man-caused safety, is also the Chief State Inspector for Supervision (control) in the field of fire and man-caused safety. relevant territory.
The head of the structural subdivision of the Main Directorate, which is responsible for state supervision (control) in the field of civil protection, fire and man-caused safety, is also the Deputy Chief State Inspector for supervision (control) in the field of fire and man-caused safety in the territory.

manages the Main Department, bears personal responsibility for the organization and results of its activities;
organizes and ensures the implementation by the Main Department of the Constitution and laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine adopted in accordance with the Constitution and laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, instructions of the Prime Minister of Ukraine, orders of the SES, orders of the head of the Zaporizhia Regional State Administration;
submits to the Head of the SES proposals for determining the priorities of the Main Department and ways to fulfill the tasks assigned to it, submits for approval the work plans of the Main Department (annual, semi-annual), agreed with the Head of the Zaporizhia Regional State Administration;
preliminarily agrees in writing on the determination of priorities and work plans of the Main Department with the Head of the Zaporizhia Regional State Administration, takes comprehensive measures to resolve differences;
reports to the Head of the SES, the Head of the Zaporizhia Regional State Administration on the implementation of the tasks and work plans assigned to the Main Department;
ensures in the established order effective interaction of the Main Department with the Zaporizhia Regional State Administration;
ensures the provision of the Zaporizhia Regional State Administration with the information necessary for its exercise of state control;
carries out selection of personnel in the Main Department, forms a personnel reserve for the corresponding positions;
organizes work on training, retraining and advanced training of ordinary and managerial staff and employees;
appoints and dismisses heads of structural subdivisions, other members of the rank and file and employees of the Main Department, makes decisions on their promotion and disciplinary action (except for their deputies);
assigns in the order established by the legislation special ranks of service of civil protection to persons of ordinary and chief structure;
within the powers concludes contracts on service in bodies and divisions of civil protection;
initiates in the manner prescribed by law before the Head of the SES petition for the assignment of special ranks of the Civil Protection Service to their deputies, as well as to encourage and prosecute them;
signs orders of the Main Department;
provides, within the powers provided by law, instructions that are mandatory for persons of the rank and file and senior staff of the civil defense service, employees of the Main Directorate and subordinate to the Main Directorate of the units;
signs contracts of economic and civil nature;
distributes responsibilities among his deputies;
approves the regulations on structural subdivisions of the Main Department and job descriptions of ordinary and managerial staff and employees;
in accordance with the current legislation disposes of the State Budget of Ukraine within the approved budget for the maintenance of the Main Department and subordinate units;
organizes the implementation of preliminary and current internal financial control, consideration of materials of control measures and in accordance with current legislation to take measures to eliminate the identified shortcomings;
organizes accounting, preparation and submission of financial and budgetary reports in accordance with current legislation and ensures the preservation of processed primary documents and registers and reports for a specified period, but not less than three years;
is responsible for violations of budget legislation, as well as for reviewing the materials of control measures and failure to take measures to eliminate the identified shortcomings;
represents the Main Department in relations with other bodies, enterprises, institutions and organizations or authorizes other officials of the Main Department;
ensures the implementation of state policy on state secrets, control over its preservation;
exercises other powers in accordance with the law.
The Head of the Main Department is accountable to and under the control of the Head of the Zaporizhia Regional State Administration on the exercise of the powers of local state administrations.
The decisions of the board can be implemented by adopting the relevant order of the Main Department.
Other permanent or temporary advisory, consultative and other subsidiary bodies may be established in the Main Directorate to consider scientific recommendations and conduct professional consultations on the main issues of activity.
Decisions on the formation or liquidation of the board, other permanent or temporary advisory, consultative and other subsidiary bodies, their number and personnel, the provisions on them are approved by the head of the Main Department.
The structure of the Main Directorate is approved by the Head of the SES in agreement with the Minister of Internal Affairs of Ukraine.
The staff list and budget of the Main Directorate are approved by the Head of the SES.
The number of members of the rank and file and officers, employees of the Main Directorate is approved by the Head of the SES within the maximum number determined by the Cabinet of Ministers of Ukraine for the territorial bodies of the SES.
In the event of liquidation, merger, division, accession or transformation of the Main Department, the assets are transferred to one or more non-profit organizations of the relevant type or credited to the budget revenue.
